It’s sexually offensive, and in some beliefs it’s morally offensive.
Ho is slang for Whore, look up the definition of whore and most dictionaries will have sexually offensive term for prostitute.
Even freedom of speech has its limits.
I haven’t read the complete MS TOS for Live but more likely than not there is a clause of what would be acceptable and may be deemed a violation of the TOS.
I’m sure anything Racially, Sexually, and anything offensive based on Religion would be under scrutiny.

How exactly is it sexually offensive? He did not make fun of either sex. I think its a stupid gamertag also but I see nothing wrong with it. Ever heard of freedom of speech? I believe this would be an example.
