I'm pretty sure the initial problem with the 360 was dashboard/OS related.
The fans never seemed to speed up much originally but gradually after various
dashboard updates they seem to have improved that. These days it seems the
opposite, they run fast even when barely under load probably in the hope that
it stave off many peoples 3 red light errors until AFTER the 3 year warranty.
I notice if you leave the 360 on the marketplace blade they seem to go nuts
but on a page with no FLASH ads on it, they stay sane.

I do wonder if they deliberately kept them slow to convince us the 360 ISN'T
too loud, which of course it sure is. I just wish they would spend a little
more and put decent fans INSIDE the 360. The biggest problem is not the
airflow noise, its the fan operating noise itself and there are aftermarket
replacements which are known to shift as much/more air but be quiter about
it - except I have a service contract so I can't modify my 360.

Its a PITA that the 360 could have been perfect if Microsoft had not cut
corners to save money.

If the HD had been mandatory then the DVD-ROM drive could have spun slower
which again would decrease the noise dramatically. What really annoys me is
when my old 360 DVD-ROM drive had problems loading content from DVD it would
spin down slower to improve its chances of reading, but it didn't seem to
take much longer to read at that slower speed so I question if the DVD-ROM
drive needs to spin this fast to begin with.
